This updated guide, 'Simplification Guide to Best Practice', is produced by Benefit Simplification Unit within the Department for Work and Pensions (DWP). It was originally produced following recommendations made by the National Audit Office in its November 2005 report 'Dealing with the Complexity of the Benefits System'
The Guide is intended for anyone responsible for designing or implementing a change to the benefits system. It sets out the ways in which complexity can occur and provides advice on how to avoid them. Staff should refer to this guide as their first point of reference when considering any benefit changes and confirm that its advice has been followed when submitting a recommendation for change to Ministers.
