Budget report - 22 April 2009

Summary of main proposals:

Care and support green paper - This will be published in June 2009.

Child tax credit - from April 2011, the child element of the child tax credit will increase by £20.

Child trust fund - children with disabilities will get an extra £100 a year. Children with severe disabilities will get an extra £200 each year.

Employment - from January 2011, everyone under the age of 25, who has been out of work for 12 months, will be offered a job or a place in training. Those in work will receive a wage. Those in training will receive additional money on top of their benefits.

Local housing allowance (LHA) - from April 2010, new claimants will not receive more LHA than they have to pay in rent. This rule will also apply to existing claimants on the anniversary of their claim. Note: This proposal has now been abandoned.

Pension credit - from November 2009, the capital disregard limit will be raised to £10,000.

Permitted work - From 2010, the Government will change the earnings limit in housing benefit and council tax benefit for those undertaking permitted work on incapacity benefit and severe disablement allowance, so that these are the same as for those on income-related employment support allowance.

Support for mortgage interest scheme - the standard interest rate of 6.08% used for assessments will continue for at least a further six months.

Winter fuel payments - An additional payment for this year of £100 (making a total of £400) for households with someone aged over 80 and £50 (making a total of £250) for households with someone aged over 60.
