In November 2002 Andrew Smith, Secretary of State for Work and Pensions announced government intentions to provide "a new framework of help for those who through illness or disability have applied for incapacity benefit" in order to help them get back into work.
The proposals for this framework were set out in the consultation paper, "Pathways to work: Helping people into employment".
Subsequently a number of pathways to work pilot areas were set up where those making a claim for incapacity benefit, severe disablement allowance or income support (because of incapacity for work) had to attend work focused interviews to discuss their work prospects.
Work focused interviews were later introduced in non-pathways to work areas, though the rules are slightly different from those in the pilot areas, which are still in operation.
Welfare reform, in part, extends the existing pathways to work and work focused interview schemes but its remit is much wider as is not solely concerned with those who have an illness or disability.

The Bill received Royal Assent as the Welfare Reform Act 2007 on 3 May 2007.
