Two reports, published 17 July 2003, by the Department for Work and Pensions, provide findings from the evaluation of the medical evidence gathering for an incapacity benefit pilot, conducted in Sheffield and Rotherham in 2002.
Research Report 189, Medical Evidence and Incapacity Benefit: Evaluation of a Pilot Study is based on in-depth interviews and focus groups with clients, GPs, Jobcentre Plus staff and DWP approved doctors.
In-house Report no. 119, Evidence Gathering Pilot: Quantitative analysis, uses analysis of administrative data to measure the impact of the pilot.
The pilot tested an alternative method of collecting medical evidence for the personal capability assessment (PCA) for incapacity benefit claims, taking evidence directly from GP case notes rather than relying on a written report from the client's doctor.
