Disability Alliance welcomes the announcement that the Access to Work budget is to be doubled. This valuable scheme assists disabled people to move into, and to stay in, employment by helping employers meet the costs of equipment, adaptations and other aids. We hope that the extra funding does produce demonstrable improvements to the employment and poverty rates of disabled people and that attention is paid to improving the administration of the scheme, so that it is easier and more straightforward to apply for and receive Access to Work payments.

We are concerned about other proposals to increase the conditions attached to the new employment and support allowance (ESA). This new benefit has not actually been implemented yet and we feel that proper monitoring and evaluation of the new scheme should take place before there are any further changes made. Whilst we understand the desire to transfer existing incapacity benefit claimants to ESA, we feel that a much more realistic time table must be in place if the government proposals are to be successful.
